Donald M. Moe, 1970s.Donald Melvin Moe was born in Crookston, Minnesota to parents Melvin and Mathilde Njus Moe in 1942. He grew up on a family farm with six siblings. This included Roger Deane Moe, a fellow Minnesota politician. He attended Central High School, graduating in 1960.

From 1964 to 1966, Moe served in the U.S. Army, assigned to a Pershing nuclear missile unit in West Germany. Following his service, Moe attended the University of Minnesota, obtaining a Bachelor of Science in Business Administration in 1968 and finished graduate school at the University of Minnesota in 1970.

Moe's introduction to politics began when he supported the Eugene McCarthy campaign in 1968, and served as a delegate for the Minnesota Democratic Farmer-Labor Party (DFL). In 1970, he successfully defeated Richard Richie of the Minnesota House of Representatives, serving a district that encompassed a portion of St. Paul.

Moe served five terms in the Minnesota House in District 65B from 1970 to 1980. He mainly served on committees devoted to government operations, corrections, criminal justice, crime prevention, environment, and labor relations during his House tenure. Key accomplishments in the House included helping to reform police training and conduct, and corrections reform, following an investigation of multiple deaths of inmates at Stillwater State Prison.

In 1980, Moe was elected to District 65 of the Minnesota Senate, succeeding Senator Nick Coleman. As a senator, Moe served on committees focused on government operations, administration, public employees, health, taxes, energy, housing, finance, and pension reform. Most notably, Moe led investigations and reforms of the public pension programs, including the Minneapolis Employees Retirement Fund (MERF) and the Public Employees Retirement Association of Minnesota (PERA). His work gained him a reputation for public pension policy and reform.

In 1990, Moe was defeated in the Democratic Farmer-Labor Party (DFL) primary by challenger Sandy Pappas. Moe also ran unsuccessful bids for Minnesota State Auditor in 1994 and 1998.

Moe also actively engaged in historic preservation, investing and restoring historic homes in St. Paul's Ramsey Hill neighborhood. In his personal life, he was married to Colleen Halpine.

Moe died of cancer in St. Paul, Minnesota on December 30, 2017.

Includes investigation files, transcripts, speeches, committee meeting files, articles, clippings, notes, subject files, research materials, and conference and seminar files related to Moe's pension reform functions and activities as a Minnesota Senator (undated, 1973-1994).

The bulk of the records focus on investigations of various public pension programs and their management by the Senate Governmental Operations Committee, which Moe chaired, and subsequent actions taken for reform. This includes investigations of the Public Employees Retirement Association of Minnesota (PERA), the Minneapolis Employees Retirement Fund (MERF), and pension directors John Allers and C. Michael McLaren (1975-1994, predominantly 1983-1990). The section also includes conference, meeting, and seminar materials related to Moe's participation with the National Conference of State Legislatures (NCSL), a national association composed of state legislators. The materials regard the various conferences and committees related to pension policy he took part in (1983-1985).
