Carbon sheets reflecting constituent letters apparently sent to the Humphrey office and routed to various government agencies for action or reply. About half are carbon copies of actual Humphrey office letters. The remainder contain only name and address of letter-writer; name and address of agency to which the letter was being routed; one-line notation of subject matter; and date.
