Neal Douglas Peterson was born December 26, 1925, in Minneapolis. He earned a B.S. in education from the University of Minnesota in 1950 and a JD from William Mitchell College of Law in 1954. Peterson was counsel to Senator Humphrey and to the Senate Small Business Committee, of which Humphrey was a member (1961-1964); and Assistant to the Vice President for Domestic Economics and Humphrey's liaison with local governments and small businesses (1965-1968). Peterson died January 25, 2005 in Fairfax, Virginia.

Most of the files relate to Peterson's work in support of Humphrey's role as President Johnson's liaison to local governments.

Speech drafts and texts, Peterson's correspondence and memos, and background materials for Humphrey's speeches and appearances, primarily to groups of local officials and business and labor organizations. Peterson apparently served as liaison with these groups (although not for scheduling and travel logistics) and approved or helped draft some of the speeches. The main set of Humphrey's speech text files is available in digital format; Peterson's files include some drafts and texts not fully present in those files. There are also notes on conversations with economists and business leaders, suggested talking points and answers to questions, newspaper clippings reporting on or reacting to a speech, and letters congratulating or commenting on a speech. Also present are a few of Peterson's speeches given to these groups as Humphrey's stand-in, and a few reports on meetings or conferences he attended.

Statements and remarks by Humphrey and others, staff memoranda, reports and background information, copies of Congressional bills, newspaper clippings, and miscellany relating to his proposal as Vice President and Senator to create a national development bank to finance urban renewal and revitalization. Includes the transcript of a hearing on the 1977 bill in the Subcommittee on Economic Stabilization of the House Committee on Banking, Finance and Urban Affairs. An outgrowth of Humphrey's concept of a "Marshall Plan for U.S. Cities," the bank would establish local branches funded by the sale of stock to the public, which would then provide loans to state and local governments, businesses, and nonprofit organizations. This approach to urban development was envisioned as more efficient and inexpensive than the sale of municipal bonds.
