Hubert Humphrey was chairman of the 1972 Democratic Policy Council, with Edmund S. Muskie as vice-chairman and Humphrey staff member John G. Stewart as executive director. Lawrence F. O'Brien, also a Humphrey associate, was Democratic National Chairman. These files may have initially been kept by Professor Richard E. Neustadt of Harvard University, who was acting chairman of the 1972 Democratic Platform Committee, and/or by Margaret Shannon, apparently a Democratic National Committee staff member.
