Expand/CollapseHISTORICAL NOTE

The Division of Lands and Minerals was designated as one of the original divisions of the Conservation Department when it was created in 1931 (Laws 1931 c186), although the division did not become active until 1933. It was established to take over the lands and minerals duties of the state auditor. These included the care, supervision, sale, and lease of state trust fund lands and minerals (Laws 1937 c310). Division staff inspected all mining operations under permit or lease, conducted research on commercial development of minerals, and promoted their exploration and development. The division also classified agricultural lands for the conservation commissioner and approved county board classification of tax-forfeited land (Laws 1935, c210 and c386).

Most of the division's revenue was obtained from royalties on iron ore and other minerals, and from the sale and rental of state land, and was paid into the state's permanent trust funds.

When the Department of Conservation was reorganized in 1967 (Laws 1967 c904), Lands and Minerals was eliminated as a separate division, and its functions were subsumed under the newly formed Division of Lands and Forestry and Division of Waters, Soils, and Minerals.

Files kept by Frank A. Wildes (1935-July 1937) and Ray D. Nolan (August 1937-1966) as directors of the Lands and Minerals Division. They contain correspondence, memoranda, reports, and background materials exchanged among the directors, the commissioner of conservation, and other staff members, and represent the division's activities in leasing and supervising iron mines on state owned lands and in the management and sale of the state's mineral, non-agricultural, and lakeshore lands other than state forests.

There is information on budgets; personnel; the new divisional building at Hibbing; publicity, including state fair exhibits with photographs; mineral, right-of-way, power and pole, hay, farm, pasture, and lakeshore leases on state land; land appraisals; land sales, including lists and policy discussions; tax-forfeited lands; land and mineral taxes; unsurveyed islands; mine operations; iron ore analyses; ore stockpiles; abandoned mines; laws relating to mining, such as the wild cat iron ore law (1956); salt spring lands; exchanges of lands with individuals and with other state government agencies; water pollution; management of rivers and lake beds; and work with the Iron Range Resources and Rehabilitation Commission.

In addition to iron ore and taconite, data is present on such minerals as gold, peat, uranium, clay for cement making, and marl.

Many substantive reports are included in the files. There are inspectors' reports on operations at individual mines, statistical reports on royalty taxes and on reserves and tonnages from state owned mines; statistical reports of the Lake Superior Iron Ore Association (1950s-1960s), and typescripts of the division's monthly and biennial reports, some of the latter containing photographs of various mines and mining processes. Staff articles on Minnesota resources are scattered through the files, as well.

Files on land classification and on acquisition of land for flood control and conservation reserves, particularly the Red Lake Game Preserve, are present in the 1930s and early 1940s; many were funded by the Work Projects Administration. Files on conservation work (1958-1963) and boat and water safety (1964) projects, funded by the state legislature, include project proposals, bi-weekly reports of progress and expenditures, and final project reports. Examples of such projects include cleaning up lakeshores and roadsides, correcting drainage problems, and building public boat landings, sanitary facilities, picnic tables, etc. on lakeshores.
