Printed form letter, from the President to the Governor, forwarding the Corwin Amendment, a proposed amendment to the United States Constitution that would have forbidden subsequent attempts to amend the Constitution to empower the Congress to "abolish or interfere" with the "domestic institutions" of the states, including "persons held to labor or service" (a reference to slavery). The amendment was never ratified. The letter contains an unauthenticated Abraham Lincoln signature.
