A hospital district could be created by any four or more cities and towns, except
cities of the first class (Minn. Stat. 447.31), or by a board or boards of county
commissioners (Minn. Stat. 397.05), for the purpose of jointly acquiring, improving,
and operating hospital and nursing home facilities.
