DETAILED DESCRIPTION

Expand/CollapseWARRANTS AND RELATED MATERIALS, 1857-1870

Warrants for the period 1857-1868 were jointly issued by the Auditor and Treasurer. The State Treasurer issued warrants for the expenses of the state legislature; they are either marked with a B or are numbered as a separate set. The Auditor issued warrants for all other types of expenses. After 1868, the Auditor issued warrants for all expenses, legislative and non-legislative.

Expenses for the state legislature typically include per diem and mileage for state legislature members and printing of notices in newspapers. Other state expenses include payments to the census takers for the 1865 state census; teachers’ institutes held in various locations around the state; salaries; construction of the state hospitals/asylums, state prison, and other state facilities; delivering prisoners to the Stillwater State Prison; salaries and expenses of constitutional officers; production of the Civil War regimental flags; expenses of the commissioners who conducted the voting by Minnesota soldiers for the 1862 presidential election; and emptying the privies at the state capitol.
