Expand/CollapseHISTORICAL NOTE

The Citizens' Committee charged with the organization of the 30th National Encampment of the Grand Army of the Republic was appointed by Robert A. Smith, Mayor of St. Paul, in October 1895. This committee, afterwards known as the Board of Managers, and incorporated under Minnesota law, consisted of president Edwin C. Mason; seven vice-presidents; secretary C. P. Stine; general manager J. H. Beek; treasurer R. C. Munger; and auditor J. J. McCardy. Chairmen of fourteen committees also were part of the Board of Managers. Stine and Beek were not able to continue on the board, and John S. Pinney was appointed general secretary, while President Mason assumed the duties of the general manager. In addition, Dr. C. G. Higbee was authorized to enroll a volunteer homeopathic medical corps, and an additional committee on county displays, headed by W. J. Footner, was established.

From this Board of Managers an Executive Committee was appointed by President Mason. The Executive Committee consisted of Mason, McCardy, Pinney, vice-president Becker, and committee chairmen Scheffer (finance), McGill (invitations and receptions), and Castle (press). All appropriations and expenditures relating to the Encampment were under this committee's control.

The records include correspondence and minutes of the committee and its executive committee, and records of the various subcommittees that handled planning and logistical matters. The latter include visitors' and lodging registers and correspondence (encampment attendees were lodged in private homes throughout the city); financial records; printing committee records; and information on parade, reception, and press arrangements and on various special events and activities.
