HISTORICAL NOTE
The Public Examiner's auditing duties and procedures are covered in Minnesota Statutes 215 (1971) and predecessors, as cited in the individual audit reports. M.S. 215.20 provided for examination of the books, accounts, and affairs of a school district upon request of its governing body.
SCOPE AND CONTENTS
The reports contain lists of school board members, balance sheets, summaries of receipts and expenditures, and supporting statements for such fiscal elements as loan accounts, fixed assets (buildings and other properties and their valuation), bonds payable, classifications of receipts and expenditures (by fund, income or expenditure type, or other major accounting categories), tax levy and rate information, and insurance. Introductory comments and recommendations, sometimes extensive, discuss fund statuses, management of specific programs or accounts, unusual losses or expenditures, record-keeping, contracts and purchasing, salaries, and other aspects of fiscal procedure.
Relatively few school districts are represented by long or complete runs of audit reports; most that have them are districts that have now become the major independent school districts in a county. One-time audits were often done as part of consolidation proceedings, and include information on consolidation dates, constituent districts, and other organizational matters.
