The records include files kept by Leo V. Konz, director of the Interagency Services Division's Business and Information Services section, and Jane Leonard, who worked for InterTech on a pilot program for STARS [Statewide Access Routing System], the state's public sector communications system.

Konz' files document the activities of the Business and Information Services section which collaborated with customers, taking full advantage of information infrastructure, data investments and risk management solutions to support customer goals and improve business processes.

Leonard's files detail the STARS program and also document her work in the development of telecommunications in state government at various other state agencies in the 1990s-2000s.
