The Minnesota Board of Dentistry was established by the state Legislature in 1885 [Laws 1885 c199 s2] to regulate the practice of dentistry in Minnesota. The board’s primary function is to establish and enforce educational standards for dental professionals by administering qualifying examinations and issuing licenses, which must be displayed in the office of any practicing dental professional [Laws 1911 c221 s7]. The board also has the power to suspend or revoke licenses for a variety of reasons, including fraud, conviction, alcoholism, impairment, and malpractice. It may also reinstate any suspended or revoked license. In addition, it controls and regulates the advertisement of dentistry services and products [Laws 1935 c95 s4-8].

Over the years, the extension and elaboration of the board’s regulatory power has grown. Dental nurses [Laws 1919 c249 s1], dental hygienists [Laws 1935 c71 s1], dental assistants [Laws 1969 c947 s1 subd5], and dental specialists, such as orthodontists and endodontists, and resident and faculty dentists [Laws 1993 c84 s4-6], have been added to the number of distinct professional groups registered and regulated by the board.

The board originally consisted of five practicing dentists nominated by the State Dental Association and appointed by the governor to staggered five-year terms [Laws 1885 c199 s2]. In 1973, two public members were added [Laws 1973 c638 s25] and, in 1976, a resident registered dental assistant and dental hygienist were also added [Laws 1976 c263 s2]. The term length was shortened to three years in 1889 [Laws 1889 c19 s2] and raised to four years in 1975 [Laws 1975 c136 s77].

The board was originally named the Board of Examiners [Dentists] (1885 Laws of Minnesota Chap. 199, Sec. 2). The name was changed to Board of Dental Examiners by 1905 Revised Laws Chap. 35, 2313. In 1935 it became the State Board of Dental Examiners (1935 Laws of Minnesota, Chap. 95, Sec. 1). The name was then changed to the State Board of Dentistry (1969 Laws of Minnesota Ch. 974, Sec. 2). A 1975 law changed the name to the Board of Dentistry (1975 Laws of Minnesota, Chap. 136, Sec. 25).
