HISTORICAL NOTE
Emergency orders were issued by the Commissioner of the Department of Transportation (MnDOT) following "a condition on a trunk highway that necessitates immediate work in order to keep the highway open." These orders provide authority for MnDOT to bypass traditional contract procedures to fix a condition determined to adversely affect traffic, people's safety, and the economic well-being of a jurisdiction in the state. Orders involve roads, bridges, or culverts on state-owned property only.
