Records documenting the activities of the commission, including annual reports (1983-2003); by-laws, legislation, and minutes and agendas (1983-2001); track and licensure materials (1983-2000); clippings (1980-1999); racing programs (2006-2016); financial audits (1996, 1999); 2001 stakes book; subject files (1985, 1996-2000); and miscellaneous reports concerning the economic impact of racing, legalized gambling regulation, and the proposal to use proceeds from casino games at Canterbury Downs (after 1995, Canterbury Park) to fund a baseball stadium (1990-1997).

The minutes and agendas, which also contain reports, informational items, and correspondence, document the activities of both the full commission and its committees/task forces on rules, industry assistance, research and educational grants, affirmative action, and thoroughbred breeders fund appropriations. Also included are meeting minutes from the Rules Committee.

The track site and licensure materials include reviews of track proposals, financial analysis and assessments of license applications, an assessment of racing in North Central Minnesota, coverage of Bureau of Criminal Apprehension investigations, contracts, steward's reports, findings of fact, and card club operation materials. Groups involved include the Metropolitan Council, Touche Ross & Co., Minnesota Racetrack, Inc., Canterbury Park Holding Corporation, Autotote, Inc., and Traverse County Agricultural Association.

The subject files include a 2000 affirmative action plan, attorney general recommendations, 1985 sample horse registration forms, 2000 medication and horse health manuals for trainers and veterinarians, Minnesota Breeders' Fund grant requests, 1996 Minnesota Rules of Racing, special events memoranda, and 1995 University of Minnesota equine research grant proposals.

Collected on a statewide basis by a clipping service, the clippings are mainly photocopies discussing horse racing and gambling. Many of the files include simulcast reports and published articles from other states.

The commission’s annual reports through narrative and statistics recount the history of horse racing and pari-mutuel gambling in Minnesota since 1983. Included in the reports are statistical tables and charts detailing attendance, amount wagered for each type of bet, expenses, sources of commission revenue, amount returned to bet winners, and the like. Also of note are drug test results returned from the commission’s analytical lab at the University of Minnesota, and outcomes of subsequent investigations. Charts showing the number of licenses issued for each job position in the horse racing field, disbursements to the Minnesota Breeders’ Fund, and comments on proposed horse racing legislation also appear. Each report includes lists of commission members and their committee assignments and lists of commission staff.
