HISTORICAL NOTE
A federal Displaced Persons Commission was established in 1948 to coordinate administration of the provisions of the Displaced Persons Act (P.L. 774, 80th Congress; amended, P.L. 555, 81st Congress), which established special emergency quotas for immigrant visas to be issued to refugees and persons displaced as a result of World War II and attendant political upheaval.
The Minnesota commission was appointed in 1948 by Governor Luther Youngdahl, and upon the recommendation of the commission, the governor designated the Division of Social Welfare as the administrative and certifying agency. The director of the division, Jarle Lierfallom, appointed John W. Poor, chief of the Public Assistance Unit, as state certifying officer and administrative secretary of the commission (which was to act as the advisory body). The administrative duties were largely delegated to John F. Bach, supervisor of the Inquiries and Referrals and General Relief sections.
The administration of the displaced persons program by the Public Assistance Unit consisted of coordination and referral and of certifying assurances to the federal commission. The staff answered inquiries relating to immigration procedures and the resettlement process from sponsors, immigrants, and other interested persons; and followed up on complaints and problems.
SCOPE AND CONTENTS
Includes correspondence with resettlement agencies; correspondence on individual cases; sponsors' assurances of employment and housing (required by the federal commission); materials relating to conferences and meetings of resettlement agencies and organizations; and questionnaires submitted to agencies that participated in the resettlement program to gather information for a final report.
