            <p>The Office of the Ombudsman for Mental Health and Developmental Disabilities, a health oversight agency, was established in 1987. It was originally called the Office of the Ombudsman for Mental Health and Mental Retardation. The office was given a mandate by the state legislature to "promote the highest attainable standards of treatment, competence, efficiency, and justice for all people receiving care and treatment for mental illness, mental retardation, chemical dependency, or emotional disturbance." The position of Ombudsman is appointed by the governor (MS 245.92).</p>
