HISTORICAL NOTE
Oversight of Minnesota state banks began with the creation of the Office of Public Examiner in 1878 (Laws 1878, ch.83), although initially the Office was charged only with overseeing the books of the state's public, charitable, educational, and reformatory institutions. The public examiner was made "ex officio" superintendent of Minnesota state banks in 1887 (Laws 1887, ch.183) with authority to supervise all state banks and to examine and audit each state bank and other state financial institutions at frequent intervals. The duty of examining the state's building and loan associations – groups of savers whose savings form the capital stock for mortgage loans -- was added in 1889 (Laws 1889, Ch. 236, sec. 18-19), along with authority over liquidation proceedings in the case of insolvency or illegal business practices (sec. 20). Note: "National" banks operating in Minnesota -- often identified by use of the word "National" in the bank's name -- were examined and regulated by the Department of the Treasury in Washington D.C. and not supervised by state banking regulators.
