Expand/CollapseSCOPE AND CONTENTS

The Unfair Trade Practice Act, as adopted in 1937 and codified in Minn. Stat. 186.01, regulated various personal service industries that affected public health. It provided for a rulemaking procedure; authorized the governor or designees to establish minimum rates of pay, maximum hours of work, and other working conditions; and prohibited other unfair trade practices. The act provided that the state would be divided into "Fair Trade Areas," each with its own price structure and special regulations. The Board of Barber Examiners was designated as the Fair Trade Commission for the barber industry. The Act was declared unconstitutional in 1981.

The files, arranged by fair trade area, include printed regulations, correspondence, legal notices, and other documents used in the establishment of wage and hours limitations. Especially significant are the transcripts of meetings of barbers in various trade areas. These include much information on the conditions, both economic and general, in the various areas. Most files also include the results of a 1937 survey of all barber shops in the given areas. The survey form asked questions relating to the ownership, physical plant, working conditions and financial condition of each shop.
