The files contain completed applications for commercial operations license forms, certificates of insurance, and correspondence concerning licensing, renewals, fees, and regulations.

Commercial operations in and around the Minneapolis-St. Paul metropolitan area may be found under the name of the suburb or community or under Minneapolis, Saint Paul, or South Saint Paul, depending on the base airport. Also, many agencies operating from Flying Cloud Airport are filed under Hopkins, rather than Eden Prairie.

Approximately one box of records concern out of state commercial operations that were licensed for operation in Minnesota. These files are organized by state, thereunder by city. There is one file for Winnipeg, Canada.
