SCOPE AND CONTENTS
The files appear to have been arranged in two numbering sequences. The numbers, especially for the earlier years, appear to have been part of the civil case files numbering sequence, probably accounting for all or most of the gaps in that numbering sequence, and also probably why later numbering was introduced.
