The East Central RDC was established on December 11, 1973 under the authority of the 1969 Regional Development Act. The East Central RDC, also known as Region 7E, consists of Chisago, Isanti, Kanabec, Mille Lacs, and Pine counties.

The East Central RDC acts in an advisory role only, reviewing plans and grant applications and coordinating planning activities. The commission deals with economic, social, physical, and governmental problems that exist throughout the region. The East Central RDC consists of seventeen members who represent county and municipal governments and school boards. Additional members represent public interest groups. The number of members may vary because of the conditions of membership. The East Central RDC has been involved in issues such as transportation, land use, water resources, housing, and economic development. Special projects have included planning for local units of government, a biomass energy study, and a jurisdictional study of highway ownership.

The annual reports consist of a letter from the chairman; list of members, committees, and commission staff; list of activities and responsibilities; plans, reports, studies, and workshops conducted during the past year; reviews completed; and budget and receipt/disbursement statements. The 1983 report also contains a brief history of the commission.
