HISTORICAL NOTE
The Migrant Affairs Office was created in 1974 by Executive Order No. 92 of Governor Wendell Anderson. The administration of the office was delegated to the commissioner of administration in accordance with the provisions of Minnesota Statutes 1973, Section 16.028, Subdivision 2. The office's duties were to coordinate state agency functions relating to migrant workers and their employers, and prepare a state plan for the delivery of social services to migrant workers. The executive order also created the Minnesota Task Force on Migrant Affairs, with members from relevant private and public groups, to advise the commissioner of administration and the Migrant Affairs Office.
In 1976 a second executive order (No. 92A) abolished the task force and appointed a Liaison for Spanish Speaking People as the successor to the Migrant Affairs Office.
In 1977 the Office of Spanish Speaking People succeeded the Liaison for Spanish Speaking People, and was placed under the governor's office on July 1, 1978, the council became an independent office under the title of the Council on Affairs of Spanish-Speaking People (Laws 1978 c510). Known commonly as the Spanish Speaking Affairs Council, its duties are primarily to advise the legislature, the governor, and state agencies on matters of importance to Spanish speaking people, including appointments to state offices, proposed legislation, and new state programs.

Digital masters of the audio reels are maintained on the Society's secure digital collections storage servers and are managed and preserved in accordance with archival best practices.
The original audio reels were disposed after the material was digitally reformatted into wav files.
