HISTORICAL NOTE
In 1976, the county welfare boards of Faribault, Martin, and Watonwan counties signed a joint powers agreement to form the Faribault, Martin and Watonwan Human Service Board. Each county has a county committee composed of the five county commissioners plus a citizen member appointed by the commissioners. The board comprises the three county committees (eighteen members). In 1991, Watonwan County established its own human services agency, and Faribault and Martin Counties resigned a joint powers agreement to continue as a bi-county agency.
