About half of the files pertain to the state's recovery of rights in state timber lands, either through indemnification by logging companies for unauthorized cutting of timber, or by voiding the title to timber lands that had been improperly sold as agricultural lands. Other claims are for such matters as recovery of taxes and other funds owed to the state, including claims against estates; taxation of iron mining operations; and regulation of the rates of fare charged by the Duluth Street Railway Company.

Most claims were settled by a commission appointed for the purpose, consisting of the attorney general and two justices of the state Supreme Court.
