HISTORICAL NOTE
In September 1977, the Metropolitan Council of the Twin Cities Area was designated the regional arts council for the seven-county metropolitan area under a legislative appropriation to the Minnesota State Arts Board for the purpose of establishing arts task forces in each of the regional development commission districts [Laws 1976 c3 s5 subd4]. The intent was to create a more effective arts program by establishing control over grants and programs.
The duties and functions of the arts council were performed by the Metropolitan Regional Arts Council (MRAC), which was staffed by the Metropolitan Council but operated as an independent recipient of state block grants, with the State Arts Board acting as fiscal agent. In addition to its grantsmaking program, MRAC assisted arts organizations in finding funding, co-sponsored conferences, tours, and workshops, published art directories, and developed loan programs for arts organizations.
In 1991, MRAC separated from the Metropolitan Council and became an independent agency.
SCOPE AND CONTENTS
The records include the council's reports to the Minnesota State Arts Board (1980-1990, incomplete); its biennial plans (1977-1990); press releases and newspaper clippings (1982-1986); committee and task force files (1976-1990), dealing with such subjects as communications, grants review, planning, minority issues, and program services; subject files (1975-1990); and grant records (1977-1991).
The records also contain minutes, agenda packets, correspondence, and related materials covering the council's relationship with the Metropolitan Council of the Twin Cities Area's Arts Advisory Committee (1977-1990), the Minnesota State Arts Board (1981-1986), and the Regional Arts Forum (1981-1988); and correspondence and subject files documenting the Minnesota Jam to Preserve the Arts, an annual fundraising event (1982-1990).
The subject files cover such topics as arts access, finance and budget, art service organizations, Circular A-122 (a non-profit lobby), the 1977 report of the Governor's Commission on the Arts, a high school for the arts, the Holy Ghost-Catholic League, the Jerome Foundation, various Minneapolis and St. Paul arts organizations, the National Endowment for the Arts (NEA), the North Country Arts Council, and the Southwest Minnesota Arts and Humanities Council. The grant records include application handbooks, instructions, and guidelines; McKnight Excellence in the Arts Award Program grant review files; NEA grant records; sponsor and production assistance grant files, minutes, and reports; and grant summaries.
