Early volumes concern the setting of grades for grain, rules and regulations for grain inspectors, and the appointment and setting of salaries for inspectors. Complaints from citizens are recorded, as are visits by commission members to various railroads and elevators and with agricultural groups.
The minutes reflect the expansion of the commission's duties from regulation of the grain trade and railroads to the regulation of trucks, buses, telephone companies, and petroleum carriers. Minutes contain the day to day decisions of the commission in a chronological sequence and often include appended orders, findings of fact, and conclusions. Case numbers often are found on these orders and serve as an index point to further information in the case or order files. Latter minutes do not contain orders and only provide a brief description of each case handled by the commission.

Early volumes contain indexes; later volumes do not. The notation "See card file in main office" appears in some volumes. This reference is probably to the "Index to Public Service Commission Files" (cataloged separately).
