The Railroad and Warehouse Commission (and its successor after 1967, the Public Service Commission) were responsible for licensing and regulating livestock dealers and buyers for resale (Minn. Stat. 239). In 1974, jurisdiction over livestock weighing and marketing practices, including licensing and bonding of marketing agencies, stockyards, and dealers, was transferred to the state Agriculture Department (Laws 1974 c347 s2).

Expand/CollapseSCOPE AND CONTENTS

Most complaints concern dealers’ non-payment or default on payment for livestock consigned or sold to them, a few alleging deliberate fraud. Others concern such matters as failure to deliver livestock, misrepresentation of livestock, importation without a health certificate, refusal to show books, and dealing without a license. Most, but not all, of the proceedings resulted in cancellation of the dealer’s license.

The major portion of this file series (L-1 through L-43) covers the years 1938-1964, before the name change to Public Service Commission. Subsequent files are found with the PSC’s “A” files. One file included here (A-8208) is an estray from that series. Also included here is a group of correspondence and legal documents, 1958-1962, relating to arrests of livestock dealers; it concerns dealers not represented in the numbered files, and its relation to this file series is unknown.
