HISTORICAL NOTE
On June 18, 1957, the Legislative Interim Commission to Study Higher Education first met; by September 9, it had become the Minnesota Commission on Higher Education. Under a 1959 resolution passed by the state's House of Representatives on April 9 and Senate on April 20, the University of Minnesota Board of Regents, State College Board, and State Board of Education were authorized and encouraged to create a liaison committee to provide for educational planning and coordination of public higher education affecting the relationships between the schools of the public school system, the state colleges, and the University of Minnesota. The Liaison Committee on Higher Education in Minnesota first met on November 2, 1959.
In 1965, the Legislature created the Minnesota Liaison and Facilities Commission for Higher Education [Laws 1965 c809 s32], combining the Liaison Committee on Higher Education and the Higher Education Facilities Commission. Its members were appointed by the Governor in June with the first meeting held July 6. The name was changed to the Minnesota Higher Education Coordinating Commission in 1967 [Laws 1967 c615 s1]. In 1971, the Higher Education Facilities Authority split off as a separate agency [Laws 1961 c868].
In 1975, the name was again changed, to the Minnesota Higher Education Coordinating Board [Laws 1975 c271 s3]. The eleven-member board, appointed by the Governor, coordinated the state's public and private post-secondary educational institutions, administered student aid programs, recommended policies to the Governor and Legislature, and conducted research to determine educational needs beyond high school.
The board was abolished July 1, 1995 [Laws 1995 c212 art3 s58] with many of its duties and responsibilities transferred to the new, smaller Higher Education Services Office. Others of its responsibilities were eliminated or transferred to other agencies.
