Some are original typescripts; others are photocopies and offprints. They are signed or stamped by the secretary of state, and many are also signed as approved by the attorney general and/or by a representative of the agency to which they apply. Boxes 20 and 21 contain a specially constructed and printed group of rules and regulations (Minnesota Code of Agency Rules or MCAR) in department order, covering the years 1966-1978. These provide a useful overview of what each of the 14 MCAR departmental subdivisions focused upon during that time period.

Because the records span such an extended time period, the names of many of the listed departments have changed over time. While many of the old department's rules were simply added to those of a corresponding new or renamed department, others remained separated. The user should keep this in mind when deciding which records to view.

In several sub-sections, as non-current files were transferred to the State Archives. Some sections are alphabetical by agency name, with the rules in roughly chronological order thereunder; other sections are by MCAR chapter and subdivision.
