The North Star World's Fair Corporation was created pursuant to the provisions of the Minnesota nonprofit corporation act. The corporation apparently worked with the Economic Development Department in developing and operating the pavilion. There is a great deal of correspondence to and from William B. Farrell, department commissioner. Others active in the project were commissioners James W. Clark and Thomas Swain and University of Minnesota vice president Stanley Wenberg.
