The river basin plans consist of published interim (1971) and final (1974-1975) water quality management plans for the Cedar, Des Moines, Minnesota, Mississippi (1971 only), Missouri, Rainy, Red River of the North, and St. Croix river basins, and the Lake Superior basin.

Also included are a few published handbooks and guides to the state's water quality management program (1977-1983).

The study reports (titled "packages") were prepared as part of a planning process for the development of a statewide water quality management plan, as required under Section 208 of the federal Clean Water Act, during 1978-1979. They analyze and make policy recommendations regarding various activities that contribute to water pollution: agriculture, construction activities, feedlots, forestry, mining, pesticides, roadside erosion, and urban runoff.
