The Work Equity Project, established under Minn. Stat. 256, was jointly administered by the Public Welfare Dept., the Economic Security Dept., and the City of St. Paul. Its initial funding came from the U.S. Labor Dept. through the Comprehensive Employment and Training Act (CETA) and the Work Incentive Program (WIN).
