Eligibility Reasoning

University-Affiliated Research Centers (UARCs) and Federally Funded Research and Development Centers (FFRDCs) including National Labs... are highly discouraged from proposing against this solicitation as award to a UARC or FFRDC will only be made by exception. UARCs and FFRDCs interested in this solicitation, either as a prime or a subcontractor, must contact the Agency POC... prior to the proposal (or abstract) due date to discuss potential participation as part of the government team or eligibility as a technical performer.

Summary

The Defense Advanced Research Projects Agency (DARPA) Information Innovation Office (I2O) has issued an office-wide Broad Agency Announcement (BAA) to solicit revolutionary research proposals for topics not currently addressed by ongoing I2O programs. The BAA targets unconventional and disruptive approaches in four key thrust areas: Transformative AI, Resilient/Adaptable/Secure Software and Complex Systems, Offensive/Defensive Cybersecurity and Privacy, and Fighting in the Information Domain. The announcement explicitly excludes research that offers only evolutionary improvements. Interested parties must first submit an abstract and receive an invitation before submitting a full proposal. Submissions are accepted on a rolling basis, and multiple award types are anticipated, including procurement contracts, grants, and Other Transactions (OTs).

Fundamental Research Exemption (FRE)

It is DoD policy that the publication of products of fundamental research will remain unrestricted to the maximum extent possible. National Security Decision Directive (NSDD) 189 defines fundamental research as follows: 'Fundamental research' means basic and applied research in science and engineering, the results of which ordinarily are published and shared broadly within the scientific community, as distinguished from proprietary research and from industrial development, design, production, and product utilization, the results of which ordinarily are restricted for proprietary or national security reasons.
