Summary

This Broad Agency Announcement (BAA W56KGU-23-R-RTID) from the U.S. Army DEVCOM C5ISR Center's Research & Technology Integration (RTI) Directorate solicits science and technology proposals in three portfolio areas: (1) Soldier & Platform Mission Equipment, (2) Spectrum Dominance, Intelligence & Survivability, and (3) Electro-Optic Infrared (EOIR) Sensors, Modeling, Processing, and Power. The BAA is open for five years until November 1, 2027, and employs a two-step process beginning with a white paper submission, which, if selected, leads to an invitation to submit a full proposal. The scope covers research from basic (6.1) to advanced component development and prototypes (6.4). Awards may be issued as FAR-based procurement contracts or Other Transaction Agreements (OTAs) for prototypes. Offerors must note stringent requirements, including export controls, cybersecurity compliance (NIST SP 800-171), and restrictions on foreign national participation. Access to detailed research topics in Attachment 01 is controlled and requires a Joint Certification Program (JCP) certification.
