Goku Ssj Grade 4

Super Saiyan Fourth Grade (超（スーパー）サイヤ人（じん）だい（第）四（よん）段（だん）階（かい）, Sūpā Saiya-jin Dai-Shi Dankai) is an advanced version of the standard Super Saiyan transformation. It addresses the weaknesses of the traditional transformation, allowing the Saiyan to maintain the Super Saiyan form for prolonged periods of time.[4] The Super. Grade 2 isn't used because everyone who once gained it now has Super Saiyan 2 instead, which is way better.

"Grade 4," a.k.a. the mastered and minimal-stress version of Super Saiyan which Goku and Gohan gained before the Cell Games, more or less just became the default version of Super Saiyan for everyone who still uses it. Super Saiyan Grade 4, introduced by Goku and Gohan in the Cell Saga, was a perfected form with no energy drain outside of combat and enhanced strategy.

The point of Goku and Gohan's training was to remove some "side-effects" of the transformation and to have more control over the form, but its boost remains the same.

After realizing Super Saiyan Second Grade and Super Saiyan Third Grade consume too much speed and stamina in exchange for power, not to mention the energy consumption of the transformation itself, Goku decided the base Super Saiyan form was best for balancing the three; rather than focus on increasing their power output, Goku and Gohan ceased. Trunks also tries grade 3 but despite being an increase in power its a decrease in speed. The problem occurs when goku and gohan emerge from the chamber in grade 4.

This form is what they use as regular ssj moving forward and is so good at conserving energy they can nap in it. Both goku and gohan held their own against PERFECT CELL in this form. Super Saiyan 4 is finally made canon in Dragon Ball DAIMA, but it has some notable differences from its GT version that could even impact Super.

As for Super Saiyan Full Power/Super Saiyan Grade 4, there's nothing "underselling" it, it's just another case of people misinterpreting stuff. Its purpose was to get rid of all drawbacks, to make Super Saiyan easier to maintain for longer periods and whatnot. All of this is reiterated throughout the following chapters by characters making comments after Goku and Gohan left the chamber.

The Grade 4 Ssj allows Goku to use ALL the Regular Super Saiyan Potential, which means that infornt of Korin he released the amount of Genki he is currently holding in his hands, but infront of Cell he accessed more power from the Super Saiyan Potential.
