Person To Person Gun Transfer

The Department of State Police has established the Virginia Voluntary Do Not Sell Firearms List (the List) in the Commonwealth to prohibit the possession, transportation, and sale of firearms to any person who voluntary registers themselves to be enrolled in the List. To whom may an unlicensed person transfer firearms under the GCA? A person may sell a firearm to an unlicensed resident of his State, if he does not know or have reasonable cause to believe the person is prohibited from receiving or possessing firearms under Federal law. Use of this portal to complete a person-to-person firearms transfer is required by 430 ILCS 65/3 (a-10).
