ButEndermen are the only mobs that spawn in the end, which is the only place it occurs naturally. February 18, 2013 -Enderman are tricky here becausethey can't spawn on things like half-slabsbut they can teleport to them. The safest bet is to leave less than a 3 block gap between all layers and then half-slab the very top.
