Superman Game Ideas

The Superman Returns tie in game had some decent ideas, like giving the city a health meter instead of the character. I would definitely want a sandbox style game where you have to seek out individual missions and fulfill some overall story. Ideally, I would have a Superman game try to keep hurt citizens between 2 - 3 unless under certain circumstances.

Superman Returns had injured civilians, which is good if you don't have 10 people. The Superman Returns video game that was based on the movie of the same name was a pretty flawed product, but it did have some good ideas. It's just that they fell down thanks to sloppy execution.
