FactFocus uncovers how FIA sent a caricature instead of real evidence to derail court-ordered investigation into honey trapping and blasphemy gang operations

FIA Deliberately Misled Court Using AI Image in High-Stakes Blasphemy Case

New evidence obtained by FactFocus confirms that senior officers of Pakistan’s FIA Cyber Crimes Wing (Now NCCIA) manipulated an official process ordered by the Islamabad High Court (IHC) by intentionally sending a caricature image to the National Database and Registration Authority (NADRA) for facial verification, instead of the genuine visual evidence provided in court.

NADRA officials, backed by internal documentation, have confirmed to FactFocus that they were asked to match a real human image with an AI-generated caricature, resulting in a predictable mismatch — a deliberate move that FIA then used to mislead the court.

The Cyber Crimes Wing of the Federal Investigation Agency (FIA) has been restructured as a separate entity as National Cyber Crimes Investigation Agency (NCCIA).

Court Had Ordered Verification of Honey-Trapping Girl “Imaan”

On July 1, 2025, while hearing a petition highlighting the collusion between FIA officers and members of Blasphemy Business Group, Justice Sardar Ejaz Ishaq of the IHC ordered FIA Cyber Crimes Wing (NCCIA) to use NADRA’s facial recognition system to verify the identity of a woman, using name “Imaan,” shown in a video recorded by one of the victims while she was talking to him. The court’s objective was to locate, identify and include her in the inquiry related to Blasphemy Business Group and present her in the court.

Later, on July 3, 2025, FactFocus released an investigation revealing that the so-called honey-trapping queen “Imaan” was actually Komal Ismail, a resident of Islamabad originally from Mirpur, Azad Kashmir. When advocate Imaan Hazir Mazari presented this report before the court, the judge—citing the investigation—ordered the FIA Cyber Crimes Wing’s Additional Director (Legal) to track down Komal Ismail and produce her in court.

Blasphemy Business Group (or the blasphemy gang) engage young people using honey trapping girls in different WhatsApp and Facebook groups and later kidnap them. These youngsters are either killed as a result of severe torture, or—if they survive—handed over to the FIA Cyber Crimes Wing.

FIA/NCCIA was ordered to track down Komal Ismail with the assistance of NADRA. Basically, FIA/NCCIA was supposed to send NADRA the images of honey trapping girl “Imaan” taken from the video played in court on July 01, 2025 (as shown in a collage above) and the photo of Komal Ismail released by FactFocus. However, FIA/NCCIA officials had some other plans.

How FIA Subverted Court Orders with a Caricature

Instead of submitting the real video evidence played in the courtroom on July 1, 2025, or the pictures and videos of “Imaan” and Komal Ismail released by FactFocus — FIA/NCCIA chose to send NADRA a single-page document which was the featured image of the FactFocus story presented to the court by Advocate Mazari the same day. Featured images are usually AI generated illustrations and not the real images. In this story, FactFocus has separately released the original photo of Komal Ismail, taken from official records (shown above). Clearly, FIA/NCCIA was supposed to send NADRA either the video played on July 1, 2025, or a screenshot from that video showing the honey-trapping girl “Imaan,” along with the photo of Komal Ismail released by FactFocus, and request NADRA to determine whether the two images matched. Instead, FIA/NCCIA asked NADRA to compare a genuine picture of a woman with a caricature.

This caricature was clearly labeled in the original FactFocus publication as an illustrative image, not a real photograph. Despite this, the FIA used it as one of the two images for facial verification.

NADRA, acting under FIA’s directive, simply reported that the two photos did not match — a result FIA then presented in court as if it had followed the IHC’s instructions in good faith.

With the above letter, FIA/NCCIA sent this image in a USB and as a printout which was the featured image of the FactFocus story presented before the court. In its letter, FIA/NCCIA pressed NADRA to match the photo of the woman outside the vehicle with the image of the person sitting inside the vehicle. This was outright fraud—an effort to deceive the court and a deliberate attempt to obstruct the process of law.

According to official documentation and confirmations received by FactFocus, NADRA officials flagged the issue internally but were told by FIA officers to proceed with the task as framed.

“Our mandate was restricted to matching the two images sent to us. We were not asked to analyze whether the input material was valid or appropriate,” said a NADRA official who spoke to FactFocus, backed by official correspondence.

This manipulation allowed FIA to misrepresent the evidence before the High Court, creating the false impression that Komal Ismail and the girl in the video were two different individuals — even though all victim testimonies, technical tracking, and image verification confirmed otherwise.

No response was given by the FIA/NCCIA officials of the queries of FactFocus on this count.

FactFocus earlier identified “Imaan” as Komal Ismail using:

•         Technical evidence (Phone location data especially when she used to visit her parents in Mirpur, Azad Kashmir during Eid holidays)

•         Multiple eyewitness confirmations from victims belonging to Lahore, Karachi and Islamabad. These victims also include Umar, who remains in jail. Umar was the victim who was kidnapped by the blasphemy gang from the entrance of the Government College University, Liyyah, Punjab, Pakistan. FactFocus has released the CCTV footage of the kidnapping clearly showing the faces of the kidnappers. This CCTV footage released by FactFocus was recorded from different CCTV cameras installed at different locations and thus covered the kidnapping of the victim from all angles. This video also verified the pattern followed by the blasphemy gang and use of girls to trap and kidnap victims as was reported by FactFocus in its initial investigations on the subject.

Call records confirmed that on March 6, 2024, Komal (posing as “Imaan” using a mobile number registered in the name of one Khursheed Mai and used in dozens of other cases of entrapment) called a number registered under Umar’s mother while she was in Layyah — placing her at the scene of the crime.

Multiple other victims from Lahore, Karachi and Islamabad also confirmed that Komal was the same woman who trapped them in honeytrap conversations before leading them to be abducted, tortured, or falsely accused of blasphemy.

How FactFocus Reporting Exposed the Pattern of Blasphemy Business Group

FactFocus has published a series of investigative reports since July 2024 detailing how the blasphemy gang works in connivance with the FIA Cyber Crimes Wing to trap youngsters in flimsy blasphemy cases. Victims are often:

•         Lured into romantic, ideological discussions and job offers by women

•         Invited to isolated meeting points

•         Then abducted and tortured by the blasphemy business gang with the sole purpose of forcing confessions and tampering with their devices. In some cases, youngsters were killed as a result of the severe torture.

Order to Constitute A Commission And Its Suspension

After reviewing all evidence, Justice Sardar Ejaz Ishaq had ordered the formation of a judicial commission on July 15, 2025, to probe:

•         FIA’s role in these blasphemy cases

•         Whether there is a systematic pattern of entrapment

However, on July 24, 2025, the IHC’s division bench suspended the commission’s formation after members of the blasphemy network filed appeals. The final decision now rests with the division bench, which is expected to resume hearings in September 2025, after court holidays.

Komal Ismail’s Petition Leaves Blasphemy Gang Supporters in a Lurch

The elusive Komal Ismail—whom the FIA earlier claimed it was “unable” to trace and present before Justice Sardar Ejaz Ishaq—resurfaced dramatically, this time as an assertive petitioner before a division bench of the Islamabad High Court. Komal appeared fully veiled in a burqa and was accompanied by Shiraz Farooqi, a key figure in the blasphemy business group. The two have previously been seen together, including the Liyyah kidnapping operation on March 6, 2024, as well as in other abduction cases.

Komal Ismail, who has trapped hundreds of children and ruined their lives, appeared in court along with Shiraz Farooqi of blasphemy gang with her face completely covered by a veil.

In her petition, Komal carefully avoided both denial and admission of her role as the so-called “honey-trapping queen” and a central player in the network accused of luring dozens of young men into blasphemy entrapment. Instead, she sought relief from the court—demanding the unblocking of her CNIC, the removal of her name from the Exit Control List (ECL), and other legal clearances.

However, in her 11-page appeal before the division bench of the Islamabad High Court, Komal challenged two orders issued by Justice Sardar Ejaz Ishaq Khan. The first, dated July 3, 2025, directed the FIA to trace her and included a plea to unblock her CNIC. The second order was passed on July 15, 2025 which mandated for the formation of an independent commission to investigate the Blasphemy Business Group.

Komal’s appeal has labelled the court’s decision as “unlawful” and “beyond jurisdiction,” and argued that trial courts provide sufficient remedy—echoing the exact same narrative long pushed by the leadership of the blasphemy business group.

Komal Ismail challenged the Single Bench’s decision to form an independent commission to investigate the blasphemy business group —a decision on which the lives of over 450 BBG victims hang by a thread—thereby revealing her role as an active member of the blasphemy gang.

Although some elements were defending Komal Ismail, her petition not only promoted the narrative and slogans of the blasphemy gang but also challenged the authority of Justice Sardar Ejaz Ishaq to order the constitution of a commission. Previously regarded merely as the honey-trapping queen of the blasphemy gang, she has, through this petition, positioned herself as one of its leaders.

After FactFocus released the historic Layyah video—documenting, step by step, how a blasphemy gang abducted one of the many victims with the help of honey-trapping girl “Imaan”, a tactic repeated hundreds of times across Pakistan—the gang and its backers retaliated with personal attacks against the FactFocus team and the report’s author. The same pattern resurfaced when our evidence-driven investigation, backed by technical proof, unmasked the honey-trapping girl “Imaan” as none other than Komal Ismail.

Systemic Cover-up or Isolated Misconduct?

The deliberate submission of an AI-generated caricature instead of real evidence — now fully documented — raises disturbing questions about the extent of FIA’s complicity in covering up crimes carried out by religious extremist groups operating under the guise of blasphemy vigilance.

With multiple victims from Karachi, Lahore and Islamabad, confirmed visual evidence, and the upcoming court hearings, the scandal exposes a deep institutional failure — or worse, ideological alignment — within Pakistan’s law enforcement structure.
