Frieza used his black form to kill gas which insinuates that he thinks his golden form wouldn't have been enough. So at the very least we know golden frieza can't one shot someone like Gas. In pure raw power that cell max from the movie/manga is about on the same level as current broly.

Frieza and Cell-two names that every Dragon Ball fan knows. Both villains left a powerful impression, but honestly, Frieza stands out as the one who made the bigger dent in the series' legacy, thanks to his deeper history, massive destruction, and the way he keeps echoing through the franchise. Frieza's direct attacks may break through Cell's defenses, but Cell's regeneration and absorption capabilities would allow him to endure.
As Frieza tries to overwhelm with power, Cell could counter by absorbing weaker forms or seeking a way to gain momentum. Frieza is favored over Cell due to being the stronger option and Goku's personal rivalry with him. Lack of time to train meant Cell couldn't catch up to Frieza's power level before the Tournament.
And the reason Frieza wasn't reincarnated, despite of being dead for longer than Cell or Kid Buu, was because according to King Yemma/Lord Enma, any attempt to purify Frieza's soul ended in failure. Cell proved to be one of the toughest opponents in Dragon Ball history. While he can hold his own against some heroes, he can't beat them all.
Cell if he can Zenkai regenerate and/or still absorb. In that case, whoever absorbs Frieza first and/or whether or not Buu obliterates Cell first.
