Go to settings, my fire TV, about, and tap on fire TV stick or whatever model you have that does NOT already have dev options there. do it 5 times or however many times tapping over and over until it says at the bottom of your screen "you are now a developer" and your dev options and all your side loading will be enabled again. If you don't see 'Developer Options' in there, then you will likely have to find the name in there (whether it's called "My Fire TV" or something similar) to tap on 7 times (as someone described earlier in these comments). This will open a menu with a toggle that lets to turn on or off developer options. Or so I thought, but to get the actual dev options menu you also have to press the select button on your TV in the about page 7 times.
