The way the GM schematic appears, is that circuit should be "open" unless it is providing power to the unlock circuit at the drivers door. When the module is plugged in and I press the unlock button, it drew 22amps on my meter before the fuse blew.

Dome lights have standing power on one side. Other side grounds the circuit either through the headlight switch or door jamb switches. Try grounding it at the dome light.

There is no main breaker switch unless your 78 is different or a PO installed one. Start at the battery and with a meter or a test light follow the voltage until you find the open circuit or a bad connection. I've had lots of bad connections from corrosion.
