This article investigates the evolution of the EU's Emissions Trading System using the Regulatory -Intermediary-Target (RIT) framework . Specifically, we outline the role of " emissions governance" intermediaries to monitor, report, and verify (MRV) emissions reductions . This comes with both pros and cons.

Pollution control laws serve as the fundamental legal framework that facilitates the establishment of emission trading systems (ETS). These laws define permissible emission levels and set regulatory standards that industries must comply with, providing the basis for market-based pollution reduction mechanisms.

This study systematically analyzed the legal framework of carbon emission trading systems and their economic impact, revealing the complexity and importance of carbon trading as a market-based emission reduction tool.
