I missed it a few times on my first run so I thought it might be under Concordia, but it's not. It is indeed on the new map, but it's located on the ramp, not IN the garage like it says. I'm not sure how many keys there are for Ground Zero, but I believe they will be indicated by anything referencing "City Center" in the description.
