Another Problem! My hood will not open. I think the cable has broke or has came off. There is no tension on the pully to open the hood inside the car.

have someone "jiggle ' the hood near the release while "jiggleing " the release at the same time better worded bump on the hood rapidly, if no then check release cable for broken plastic, if so then manually pull cable with pliars of some sorts.
