I advocate the use of two Cover Materia to help boost the cover percentage early on before it's leveled up much. Also note that Counter Attacks stack (Up to 8 total including Magic Counters etc). Having Cloud cover then use four counter attacks followed by his turn of 4xCut is great:-).
