Navy Pier has a discreet entrance on the north side (like right around the corner from the main entrance) that's always open and that leads straight into the bathrooms. There's usually a portapotty or two around the parking lot at Burnham Harbor south of Museum Campus. You can sneak into McCormick Place as well.
