Bmw E61 Tailgate Not Opening

If you climb into the back of the car, and open the panel on the inside of the tailgate, on the drivers side there is a black plastic handle clipped into the tailgate - pull this out from its location and pull it, this is an emergency release for the tailgate. I dont quite understand what you mean by the release switch - surely if it rotates the closer, the tailgate should open? I think BMW.
