Posting here to get the international community's opinions on this, but I've only seen this in Germany - dudes at the gym showering with their underwear, and typically there is even a sign explicitly stating that showering in your underwear is not allowed. Regardless, every second time I am there, it's always someone doing it. Going to a bathhouse in Germany is a cultural experience.
