I am intending to start reading One Piece. However, I cannot decide whether to read the coloured version or the black and white (bnw) version. The bnw version is up-to-date with 1035/1036 chapters while the coloured version I have found has ~942 chapters.

For some early parts of the manga the scans I can find are a little fuzzy in the quality, but the colored has good quality the whole way through. But I feel one piece was meant to be read in black and white. Digitally Colored Manga Starting in June 2012, Shueisha began to release digitally colored volumes of the One Piece manga.

If the colorings is just "fanart" coloring (like what OPScans did for chapter 1081 where they colored the whole chapter itself) then I wouldn't really like it as some of the panels got ruined due to bad coloring mixed. The One Piece coloured manga volumes 98-105 are officially released, fully colored editions by Eiichiro Oda's team, featuring enhanced visuals and exclusive content not present in black. In the case of One Piece, I prefer the colored due to visuals and the black and white due to the generally more accurate translations.
